Programming software that take over windows replace file

I'm in college and immediately doing my final project (thesis). I want to solve the problem when we were copying the same files in one folder (OS Windows). Usually files are overwritten will disappear. I want to develope a software that will move the overwritten file to a folder. For example "Tera Copy" that replace windows copying file. But my software only detect when it will be a replacement file. Is that possible to do ? How to take over windows replace file system ? Thanks...
