Is there any harm in using amazon AWS as a development environment?

Problem

Im learning Ruby On Rails and Im having a windows laptop without which Im finding it very difficult to move on with RoR.

Is it a good option/standard practice to use amazon aws for development of a web application.I have searched online for best OS for RoR,seen many suggests Linux goes solid for RoR.So if its aws I could set up an instance and develop my web application on that.

Can someone suggests,if this a good practice to do a development cum learning on amazon aws or is it to be done locally on a PC.

Please excuse me if what Iam asking is blunders, I am really new to development and had done couple of PHP coding which I have used my windows PC along with XAMP.But RoR seems more on UNIX and use of console.Please suggest.
