How to enforce UTF and LINEND at repository level?

We have several developers working on a project with different SO and IDEs.

We need to make sure all code is saved on the repository in utf-8 without BOM and with line endings Unix (LF).

As now, we have some difficulties not able to enforce this rules across IDEs in the moment of when saving file. I was thinking if could be a good idea enforce these conversion when committing "at repository level" (we are using SVN + Tortoisesvn).

I would like to know:

• Does Subversion offer this feature to work at the moment of committing?


• Could be a good idea? What are the best practices on the matter?
