What tool can I use to document my SDK?

Looking for a tool that will let me document my SDK. Currently I have ios, android and webrtc and each one is managed separately, although alot of the content is duplicate.

I generate HTML/CSS and PDFs for each.

Is there one tool that I can document all of them in at the same time and then have it cut those for me based on rules that I specify?
