Looking for Paperless Solution - Web App or PDF Conversion

I have 1000's of Word docs, filled out and printed. I have tested conversion to pdf and auto-filled where applicable, to improve end-user efficiency. Each converted pdf has extensive java and ODBC connections. The pdf is 80% auto-filled from a db, then the end-user scan's personal barcode to populate 20% for e-signature. The effort to convert all Word docs, then program each pdf would be extensive (2-3hrs per doc). These Word docs will periodically change and new ones will be created. I need to archive the data to a db for querying/trending reasons. How to manage the data: 1. Archive the pdf as image in Filestream db-use browser interface (ASP) to query image Keeping the image will ensure correct pdf revision retained. 2. Build Web App-retain revision of each pdf-call the correct pdf and populate from db The Web App would have numerous fields for active and inactive display based on pdf revision in use. The Web App displays a template resembling the pdf.

I'm not sure of the best approach to my paperless solution.
