How to choose a framework?

Until today i always choosed frameworks that i knew more(ok, this is a way to choose), but exists another things to be examined when lets create a project?

How explain: I always choosed the JQuery to my front-end projects, but, it would be a better choose?

I should have choosen AngularJS or other?

Anyway, I can not evaluate what tools should I use in certain situations.
