Develop application works on cloud or on local PC?

I'm new in Cloud computing, I want to develop an IDE with video chat feature. The main goal is to enable remote developers to work in the same project (SaaS),the software also provide storage feature (to the source code,etc..), source control,coding(coding,debugging,testing,..),and more features will be added later.

My question is how to make application like the one I described above works on public cloud,or companies private cloud (I mean by private cloud that user can download and install the software in his PC [so the server and client will be in the same PC,or maybe different]) ?

Sorry if the question is too board, but I need just a general architecture guidelines,any frameworks/libraries can help to do that.
