Best Local PHP database for beginners

What is the best local PHP database that beginners can use, I don't have internet at home and I would like to learn how to use PHP and run a database locally, Is there any application that has the same functions as a hosted PHP server,

EX. phpMyAdmin, php v5+,mySQL DB, and also can run without an internet.

It's OK if there is a cost for the program I really want to learn, but would prefer a free one cause I'm just a student. Thank you in advance.
