Advice for Major Career/Life Decision (CompSci related)

So I'm at a crossroads here.

HERE'S THE CRUX: I'm 28. I really want to finish my CS degree, but the thought of living in South Florida for 2-3 more years is extremely unpalatable. I'm slated JR. year at a fourth tier UNI here in SOFLO. I pay in-state tuition here though. I wish to move to Portland or Seattle because I feel that jobs in tech might b more abundant than here and the climate might be better suited to my constitution.

I went through a divorce recently and fucked up last semester because I felt totally depressed.

Should I spend 2 more years getting a bachelors in Comp Sci, or just move, get instate tuition somewhere else after a year, and build my programming skills on the side in order to find a job? Do you think that would be unwise? I have no family here... and I'm white and i feel there's a lot of hispanic people here that judge me just because of that.

Also... i don't have much programming skills just introductory level courses and up to multivariable calculus.

Kind of tired of everything here... but at the same time want to get my career going already...

Thanks for any advice.
