Which Rule engine should be used in a Java environment?

Im looking to create/use a rule engine. The problem is to choose which one needs to be used. Drools seems to be the most comprehensive rule engine in the market.

The requirements and the rules and the business use case of the rule engine will keep changing from time to time. Is it better to develop a custom rule engine based on Prolog?
