Strong sides of Stored Procedures against OOP

I'm curious about What is the strong parts of Stored procedures. IMO I can tell that it is easy to debug. It's easy to follow the procedures and realize that "where condition in this select is wrong!". So you can easily change a select statement and bingo! You debugged the one of the bug in "use scenario". But are there more arguments for stored procedures(pl/sql and t-sql) applications against OOP applications.
