Best Way to Send Text Transaction data over local network

I have a surveillance software that integrates with my pos software. The pos program can write a receipt to a any type of text file (.txt, .ini, .html etc) or to any windows printer or com port. I need an efficeint way to get this data to my Surveillance software.

Surveillance software accepts the following incoming data sources:

TCP XML or TCP Client

they both ask for a ip and port.

Is there a way to grab a xml file and send it over the local network by using wamp webserver or something?
