On demand video streaming service suggestions

I need an on demand video streaming service for one of my projects, my requirements are as follows.

1. All the registered users of my website should be able to upload videos.


2. I would like to prevent the download of videos( as much as possible )


3. Fine grained control over charging users on per video(or a set of videos) basis.


4. A screening process to approve/reject the videos.


5. Should be Cheap and scalable.

I am okay with using video hosting platforms( as long as they meet the requirements) and would also not mind spinning up a custom solution, I know Java, Javascript(Node) and bit of Go as well.
