IRL College degree in Comp. Science

Is anybody aware of colleges that allow international students and have a minimum/no tuition fee, accepting students based on exam?

To make myself sound clear, I am from Russia and currently pursuing a degree in Law; though I am more fond of coding and have a bit of skills ( PHP, js, html+css, Python, Swift, C ). I would like to change the area of my studies rather radically, but I am currently not fluent enough in Math/Physics, so I'd like more of a raw programming degree with less math. Is there any real college/programm that meets my interests ( idc about in what country the college is )? Thanks!
