It possible that iOS app could add music to iTunes (on the same device)?

Is it possible that iOS application (on iPhone, without jailbreak) could add music to iTunes (also on same iPhone). Like for example, download music from internet or other device via wifi and automatically add that file to iTunes? This app doesn’t have to be on App Store

I’m not an objective-c expert, I’ve never developed nothing on Apple device but got an idea and was wondering whether is it even possible. Didn’t find any clear answer online:/
