How can frond-end developer support differnet encoding (UTF-8 , UTF-16,..)other than ASCII?

I'm writing simple language compiler frond-end (based on LLVM) in C++ , and I wonder how could language support encoding stuff ?!

The question is :

How can I (as compiler writer) support encoding ?

I need to know is the general idea not a detailed description.
