Pop up notification on system tray when a new file added to a directory

How will I add a pop up notification on my system? Let's say I have a directory wherein everyday I have a batch process running and keeps on adding files to that directory? How will I add a prompt so that the user will be aware that anew file has been added? Any idea? I want to use either python or batch.
