Licence allow noncommercial usage but forbid SaaS and VAR

Is there any Licence out there that allows non commercial organizations to run (and possible modify) their own copy of an web-application. Their copy should only be used for their own needs. It should forbid to run Software as a Service (SaaS) and Value Added Reselling (VAR). Beside of this the conditions maybe like AGPL.

Any tips or hints are welcome. Or can the AGPL be simply modified to fulfil this need?
