DIstribution of unique content

I would like to distribute of unique content via web browsers.

My task is have one part of content (part of movie, chapter in book, ... for example) only on one browser (end user). Another users can be before/after this part, but not in the same part. If another user would like to see me part of content, he wait. Dynamic balancing of queue is better for me.

I would like to find some pattern/algorithm, graph or princip to find best solution.

My stack is websockets, nginx, django.
